In 2000, Creative New Zealand, the New Zealand Government's arts funding and advisory body commissioned Global Art Projects to undertake a feasibility study on the potential of New Zealand participation in the Venice Biennale of Art.
This comprehesive study included original research, interviews and recommendations for a limited entry into the Biennale from 2001.
Based on the recommendations, New Zealand participated in the Venice Biennale for the first time in 2001, with GAP engaged to develop and project manage their first participation.
